Ana Birchall

Former Deputy Prime Minister and Minister of Justice, Romania


Ana Birchall is a Romanian lawyer and public servant with extensive experience in national governance, international affairs, and strategic policy. She holds a law degree from the University of Bucharest and completed Master’s and Doctoral studies in law at Yale Law School. Birchall practiced law in New York City before returning to Romania to enter public service.

Over a career spanning more than two decades, Birchall has played a significant role in Romania’s political and institutional life, with a consistent focus on the rule of law, anti-corruption reforms, and the protection of national strategic interests. Her positions have included Deputy Prime Minister for the Implementation of Romania’s Strategic Partnerships; Minister of Justice (including an interim mandate in February 2017); Minister Delegate for European Affairs; High Representative of the Prime Minister for the Strategic Partnership with the United States and for European Affairs; Member of the Romanian Parliament (two terms); President of the Committee for European Affairs; President of the Special Committee for the Romanian Presidency of the Council of the European Union; and President of the parliamentary delegation to the Organization for Security and Co-operation in Europe.

Among key initiatives, she introduced Romania’s first legislation enabling the recovery of assets ordered by courts from individuals convicted of crimes committed while holding public office. As Deputy Prime Minister and Minister of Justice, she also led efforts to remove PRC-linked interests from the expansion of Romania’s nuclear energy program and from the national 5G rollout.

Birchall has focused in recent years on advancing Romania’s strategic energy objectives — first as Special Representative for Strategic Projects and International Relations within Nuclearelectrica SA, and most recently as Presidential Advisor within the Department of Foreign Policy, Strategic Partnerships, and Romanians Abroad (May-July 2025), with responsibility for the implementation of Romania’s Strategic Partnerships. For more than 15 years, she has been actively engaged in nuclear energy policy at national and European levels, including senior-level participation in the process that led to approval by the European Parliament and European Commission for the inclusion of nuclear energy in the EU Taxonomy, and contributions to Romania’s legal responses to challenges raised at the EU level.
